Overview:

The Llama Incubator is the first of its kind transformative partnership between Meta, Industry and Government in Singapore. In line with Singapore's Digital Enterprise blueprint, the program aims to help startups scale faster and enterprises be smarter by using responsible open source AI. 


The program will empower Singapore’s SMEs and startups by supporting 40 digitally-ready businesses over a 6-month period.  


The Startup Track is a capacity-building drive aimed at helping startups integrate AI into their businesses, access new markets, and secure VC funding. Participants will focus on refining their MVP concepts, validating prototypes, and preparing go-to-market strategies.


The SME Track is designed to enable SMEs to create and integrate custom AI solutions using Meta's Llama technology. Participants will engage in hands-on sessions to fine-tune Llama models, customize APIs, and develop AI-driven solutions that boost operational efficiency and competitiveness.

Eligibility Criteria

Only individuals affiliated with a valid business, non-profit organization, academic institution, or research institute (each an “Organization” and collectively “Organizations”) that has been operational for at least 1 year can apply to participate.

Judging Criteria

All proposals will be evaluated using a selection criteria that assesses:


  • Technical Feasibility: Llama is a central part of the proposed solution. There is a clear indication for how Llama will be used and is feasible given the capabilities of the model.
  • Impact: The proposed solution articulates a vision for how their solution impacts the broader problem space and provides economic/social benefit. This might include how the solution works across geographies, addresses the needs of additional communities, or similar.
  • Responsibility: Where applicable, the proposed solution articulates how it will address responsible practices with regard to data security, privacy, and replicability. Ideal winners will be able to demonstrate how they utilized the Responsible Use Guidelines in the development of their project or product.

We are open to any business, non -profit, academic institution, and research institution that has applied to Llama or other large language models. For specific questions on what qualifies as eligible organization type, please refer to the program’s Terms & Conditions.

  • When are applications due?

  • Can my application be submitted in my local language?

All applications must be submitted in English. For additional information regarding submission requirements please refer to the Terms & Conditions.

  • I am an AI researcher with a compelling technical application, but less familiar with the social impact problem areas. Can I still apply?

Yes! As long as your organization qualifies as an eligible applicant as defined by the Terms & Conditions you are welcome to submit a proposal.

  • What are the expectations regarding data sharing and model weights sharing from model trained/fine-tuned on non-public data?

You are not obliged to disclose the trained model weights, or the data employed in its training.

  • What kind of files should I upload to the application?

We will not accept files uploaded to the application. You can input text or url links to external materials, including links to news articles, blogs, or other public resources describing your use of Llama or any other large language models.

  • If I get selected in country competition who will take care of my travel and accommodation for Regional Hackathon

Meta will sponsor travel and accommodation for the winners from respective countres to Singapore for the Regional Hackathon.

Recent breakthroughs in AI, and generative AI in particular, have captured the public’s imagination and demonstrated they have the potential to help people create a new era of economic and social opportunity, and give individuals, creators, and organizations new ways to express themselves and connect with people.


Building off a legacy of openly releasing tools to benefit the global community, 
we introduced Meta Llama 2 in July 2023 and this past April we launched the next generation of our open source large language model – Meta Llama 3. This model demonstrates state-of-the-art performance on a wide range of industry benchmarks and offers new capabilities, including improved reasoning.


Since their release, Llama 2 and Llama 3 have had over 180 million download requests and we know developers are already creating incredible tools with these models.


We are committed to identifying and supporting the use of these models to drive economic and social impact. So, if you are currently using Llama or intend to build on Llama, we would love to hear from you.

Koo Sengmeng has over 25 years of experience in the private and public sectors, and now leads LearnAl program at Al Singapore. His work has been instrumental in advancing the Asia Pacific technology sector, contributing to the growth of companies like SEA Limited and establishing NVIDIA AI Technology Center HQ in Singapore. Sengmeng also played a pivotal role in developing Asia's first Model Al Governance Framework and the Global Data Commons.

Damian Kim

Managing Director, Singapore | Meta


Damian Kim is the Managing Director at Meta, Singapore, leading the company's efforts to build communities and support businesses. Previously, he was Head of Gaming for the Greater China Region, driving the global expansion of mobile gaming companies. 2) Have an existing product that leverages/intends to leverage Large Language Models to drive social and/or economic impact

3) Have technical resources and expertise to implement the proposed solution on Llama

4) Are affiliated with a:

⁠•⁠  Valid business 

•⁠  Non-profit organization

•⁠  Academic or Research institute as staff (not students)

Eligibility Criteria

For Startups:

  • Registered entity in Singapore.
  • Operating in Singapore for at least one year.
  • Secured a minimum of SGD 250,000 in funding (angel or pre-seed).
  • Launched product showing early traction, even if full product-market fit (PMF) is not yet achieved.
  • Possessing robust technology resources, including know-how, infrastructure, and developers, with a proven track record of integrating tech solutions.


For SMEs:

  • Registered entity in Singapore.
  • Operating in Singapore for at least three years.
  • Generating an annual revenue of less than SGD 100 million.
  • Employing fewer than 200 employees.
  • In-house tech resources are not required, but the business must demonstrate a strong commitment to adopting AI solutions, supported by a clear problem statement, a well-defined business case, and an understanding of the anticipated impact.
  • Must have management support and a dedicated budget to implement the proposed Llama solution.

Selection Criteria

Digital Readiness:

  • Business should be ready to develop, fine-tune, and deploy a Llama solution effectively.
  • Business must possess tech resources or access to skilled partners like system integrators (SI).
  • Demonstrates prior digital integration through adoption of other tech or AI solutions or is ready to integrate AI in their business process.
  • Has management buy-in with committed resources, strategy, and leadership support.


Applicability to Business Challenge

  • Business should have a clear business problem that Llama can effectively address.
  • The solution is relevant, practical and scalable to meet the defined challenge.
  • The solution must demonstrate potential to significantly improve productivity, cost and/or time efficiency.


Technical Feasibility and Innovation

  • The solution is innovative, technically advanced, and leverages Llama as a core component.
  • Llama is well-suited to address the problem and the solution leverages the best of what Llama has to offer.
  • The solution demonstrates scalability, feasibility, and strong technical robustness.


Safety and Responsibility

  • The business prioritizes inclusion, safety, and privacy in solution design and deployment.
  • The business has or plans to conduct self-audits to identify and mitigate potential risks proactively.
  • The solution aligns with responsible AI practices and leverages Llama's trust and safety tools effectively.
  • A clear plan exists to reduce bias, ensure ethical use, and maintain data compliance standards.

All proposals will be evaluated using a selection criteria that assesses:


  • Technical Feasibility: Llama is a central part of the proposed solution. There is a clear indication for how Llama will be used and is feasible given the capabilities of the model.
  • Impact: The proposed solution articulates a vision for how their solution impacts the broader problem space and provides economic/social benefit. This might include how the solution works across geographies, addresses the needs of additional communities, or similar.
  • Responsibility: Where applicable, the proposed solution articulates how it will address responsible practices with regard to data security, privacy, and replicability. Ideal winners will be able to demonstrate how they utilized the Responsible Use Guidelines in the development of their project or product.

  • What type of applicants are you seeking for this program?

We are open to any business, non -profit, academic institution, and research institution that has applied to Llama or other large language models. For specific questions on what qualifies as eligible organization type, please refer to the program’s Terms & Conditions.

  • When are applications due?

Yes! As long as your organization qualifies as an eligible applicant as defined by the Terms & Conditions you are welcome to submit a proposal.

  • What are the expectations regarding data sharing and model weights sharing from model trained/fine-tuned on non-public data?

You are not obliged to disclose the trained model weights, or the data employed in its training.

  • What kind of files should I upload to the application?

We will not accept files uploaded to the application. You can input text or url links to external materials, including links to news articles, blogs, or other public resources describing your use of Llama or any other large language models.

  • If I get selected in country competition who will take care of my travel and accommodation for Regional Hackathon

Meta will sponsor travel and accommodation for the winners from respective countres to Singapore for the Regional Hackathon.

Applications will close on March 9, 2025. Shortlisted participants will be informed from March 7-10, 2025, and invited to the Foundational Workshop on March 13-14, 2025.
Due diligence and interviews will be done by Meta’s Program Partner, e27. 


The final selection of 40 startups and SMEs will be announced on April 1, 2025.

  • Can my application be submitted in my local language?

All applications must be submitted in English.

  • Do I need prior experience with AI to apply?

No prior AI experience is required. Startups should have technology resources or a history of incorporating tech solutions, while SMEs must show a clear business case and a strong interest in Large Language Models and adopting AI solutions.

Where possible, applicants are encouraged to upload documents or provide URLs to external resources that validate their eligibility and showcase their potential. Examples include:

  • Documentation of secured funding (e.g., angel or pre-seed funding agreements.)
  • Information on the launched product, including evidence of early traction.
  • Details of technology resources (e.g., team profiles, infrastructure capabilities).


For SMEs:

  • Proof of incorporation and registration in Singapore.
  • Details of the workforce size.
  • A document outlining the problem statement, business case, and anticipated impact of adopting AI solutions.
